Aiming at the perishable and short shelf-life characteristics of food, as well as the scattered, extensive and miscellaneous development problems faced by the food industry, the project has conducted an in-depth study on the issue of food safety governance in China. Through the above research, it provides theoretical basis and technical support for the reform direction of China's food safety governance model, and promotes the modernization of the national governance system and governance capacity for food safety.

VI. Project description
Food safety risk management is a common problem faced by countries around the world. Although China has formed the strictest regulatory system centered on "standards, supervision, punishment and accountability", the high incidence of food safety incidents and the lack of consumer trust have not changed the status quo. The high level of secrecy caused by decentralized food production and management, the human risk caused by information asymmetry, and the lack of governance capacity caused by the complexity of institutional reform are the reasons for the difficulties in food safety governance. Based on this, the applicant and his team have conducted an in-depth research on food safety issues in multiple dimensions.
1. Main innovations
Aiming at the problems of inefficiency of internal governance of food enterprises, lack of research on network food safety governance, single means of government supervision, and unknown path of realization of social co-governance in food safety governance, we have done the following innovative work: (1) Constructed a multi-factor decision-making model for food production and quality inputs that takes into account the factors of freshness, shelf-life, and heterogeneity of consumers, and improved the high loss and waste of the internal phenomenon. (2) The evaluation index system and early warning model of online food safety risk have been established, which makes up for the gap in the research on online food safety governance. (3) Designed a differentiated governmental supervision mechanism for production, processing and sales, optimizing the status quo of single means of governmental food safety governance. (4) The theoretical framework of the "six-in-one" social co-governance system of food safety is proposed, which provides a path for the realization of multi-body participation in governance.

The results of the declaration have resulted in 7 papers with a total of 84 citations, and the main ideas have been cited by many scholars, including Prof. Zhu Xinkai of Renmin University of China, Prof. You Jianxin of Tongji University, Prof. Zhang Hongfeng of Shandong University of Finance and Economics, Prof. Li Yanxi of Dalian University of Technology, and Prof. Xue Shuang of Shanghai University of Finance and Economics, etc. The report "Cyber Food Safety Risks Research Report 2017" is the first report on cyber food safety in China. The company is mainly engaged in the wholesale of various types of food, processing of agricultural products and cultivation of Chinese herbs. Since 2016, it has established a stable cooperative relationship with the applicant's team and conducted a project entitled "Research on the Safety Management of Food, Drugs and Agricultural Products". During the project, we investigated the production process of Yipin Dongfang's upstream suppliers (mostly small farmers and cooperatives), and identified key factors that could lower the quality of food products, especially the use of pesticides by the suppliers, and found that there were still excessive standards or substandard products. Therefore, the applicant's team redesigned the company's cooperation method of order contract and the reward and punishment mechanism based on quality inputs, which effectively improved the overall level of food quality, increased the enthusiasm of upstream suppliers' quality inputs, realized the improvement of food quality and production, and increased the cumulative profit of the enterprise by 376,300 RMB.
(5) Yuanling Xianghua Electronic Technology Co. The company is an electronic information high-tech enterprise integrating R&D, production and sales of electronic components. The applicant conducted a project entitled "Optimization of Product Quality Control Mechanism" with the company in 2016. During the project, the production situation of the company was investigated, including product qualification rate, inventory level, safety management system, etc., and it was found that high inventory was the main problem faced by the company. Therefore, the applicant team optimized the company's inventory management system based on the classical EOQ model, optimized the company's inventory management system based on fitting the demand function, reduced the problem of the co-existence of out-of-stock rate and high inventory, and designed the quality control mechanism for different products, which increased the cumulative profit of the company by 4.59 million RMB.

The company is mainly engaged in catering management, chain enterprise management, supply chain management and services, data processing and storage services, loading and unloading services and other businesses. The company established a stable cooperation relationship with the applicant in 2016 and conducted a project entitled "Research on the Safety of Food and Catering Delivery and Path Optimization". During the project period, the applicant's team conducted research on the company's food and beverage delivery routes, personnel allocation, and timely arrival rate in Yuelu District, Changsha City, and found that the rate of arrival delay was high, especially during the evening peak, when there were insufficient delivery personnel and the arrival time was generally delayed by about 20 minutes.
