Aiming at the perishable and short shelf-life characteristics of food, as well as the scattered, extensive and miscellaneous development problems faced by the food industry, the project has conducted an in-depth study on the issue of food safety governance in China. Through the above research, it provides theoretical basis and technical support for the reform direction of China's food safety governance model, and promotes the modernization of the national governance system and governance capacity for food safety.

VI. Project description

Food safety risk management is a common problem faced by countries around the world. Although China has formed the strictest regulatory system centered on "standards, supervision, punishment and accountability", the high incidence of food safety incidents and the lack of consumer trust have not changed the status quo. The high level of secrecy caused by decentralized food production and management, the human risk caused by information asymmetry, and the lack of governance capacity caused by the complexity of institutional reform are the reasons for the difficulties in food safety governance. Based on this, the applicant and his team have conducted an in-depth research on food safety issues in multiple dimensions.

1. Main innovations

Aiming at the problems of inefficiency of internal governance of food enterprises, lack of research on network food safety governance, single means of government supervision, and unknown path of realization of social co-governance in food safety governance, we have done the following innovative work: (1) Constructed a multi-factor decision-making model for food production and quality inputs that takes into account the factors of freshness, shelf-life, and heterogeneity of consumers, and improved the high loss and waste of the internal phenomenon. (2) The evaluation index system and early warning model of online food safety risk have been established, which makes up for the gap in the research on online food safety governance. (3) Designed a differentiated governmental supervision mechanism for production, processing and sales, optimizing the status quo of single means of governmental food safety governance. (4) The theoretical framework of the "six-in-one" social co-governance system of food safety is proposed, which provides a path for the realization of multi-body participation in governance.

VIII. Promotion and application

The company is mainly engaged in food (dairy products), pharmaceuticals, electricity and other fields of business, is China's grain system among the first enterprises in the capital market, is the first batch of agricultural industrialization of the national key leading enterprises. 2016, the applicant team and the enterprise to establish a cooperative relationship, and carried out a project entitled "food safety management optimization research". During the project, the applicant team investigated the quality of the company's rice, especially the cadmium content in the rice, and investigated some of the suppliers and retailers in the rice supply chain with the company as the core enterprise, to assess the operation of the supply chain. Based on extensive research, the applicant team was able to optimize the company's agricultural cooperation model in line with the national goal of connecting small farmers to promote agricultural modernization, optimize the existing incentive mechanism, improve the quality of the upstream suppliers' motivation to invest in the company, and realize the improvement of the quality of the food and increase the production of food products, which resulted in a cumulative increase in profits of 7.34 million yuan for the company.

(2) Hunan Yuxiang Foods Co., Ltd. The company is mainly engaged in the business of noodles, convenience food, starch and starch products, flour, edible oil, etc. The company established a stable cooperative relationship with the applicant in 2017 and conducted a project entitled "Optimization of food safety management". (3) Hunan Anshi Holdings Limited. The company is a coal-based new energy-based enterprise group that operates biomedicine, real estate operations, trade and logistics and other industrial sectors, and is one of the top 100 private enterprises in Hunan. The applicant established a cooperative relationship with the company in 2014 and signed a project contract entitled "Research on Food Safety and Hygiene Management System of Anshi Holding Staff Canteen". During the project period, the applicant investigated the safety and hygiene management of the company's cafeteria and found that the cafeteria mainly adopts a regular daily inspection, and the employee complaint rate is high, with more than 3 complaints per week. In view of the high complaint rate of the company's canteen, we proposed a combination of "regular + random" inspection strategy, optimized the assessment index system of the canteen staff, and designed a reward and punishment mechanism based on the performance results, which reduced the cost of inspection and the complaint rate, improved the quality of service of the canteen, and increased the cumulative profit of the enterprise by 792,500 RMB.

(4) Hunan Yipin Dongfang International Industry and Trade Co., Ltd. The company is mainly engaged in the wholesale of various types of food, processing of agricultural products and cultivation of Chinese herbs. Since 2016, it has established a stable cooperative relationship with the applicant's team and conducted a project entitled "Research on the Safety Management of Food, Drugs and Agricultural Products". During the project, we investigated the production process of Yipin Dongfang's upstream suppliers (mostly small farmers and cooperatives), and identified key factors that could lower the quality of food products, especially the use of pesticides by the suppliers, and found that there were still excessive standards or substandard products. Therefore, the applicant's team redesigned the company's cooperation method of order contract and the reward and punishment mechanism based on quality inputs, which effectively improved the overall level of food quality, increased the enthusiasm of upstream suppliers' quality inputs, realized the improvement of food quality and production, and increased the cumulative profit of the enterprise by 376,300 RMB.

(5) Yuanling Xianghua Electronic Technology Co. The company is an electronic information high-tech enterprise integrating R&D, production and sales of electronic components. The applicant conducted a project entitled "Optimization of Product Quality Control Mechanism" with the company in 2016. During the project, the production situation of the company was investigated, including product qualification rate, inventory level, safety management system, etc., and it was found that high inventory was the main problem faced by the company. Therefore, the applicant team optimized the company's inventory management system based on the classical EOQ model, optimized the company's inventory management system based on fitting the demand function, reduced the problem of the co-existence of out-of-stock rate and high inventory, and designed the quality control mechanism for different products, which increased the cumulative profit of the company by 4.59 million RMB.

(6) Hunan Wanjiajiazhuyao Catering Management Co., Ltd. The company is mainly engaged in catering management, chain enterprise management, supply chain management and services, data processing and storage services, loading and unloading services and other businesses. The company established a stable cooperation relationship with the applicant in 2016 and conducted a project entitled "Research on the Safety of Food and Catering Delivery and Path Optimization". During the project period, the applicant's team conducted research on the company's food and beverage delivery routes, personnel allocation, and timely arrival rate in Yuelu District, Changsha City, and found that the rate of arrival delay was high, especially during the evening peak, when there were insufficient delivery personnel and the arrival time was generally delayed by about 20 minutes. For this reason, the applicant team, based on the delivery demand, traffic conditions, distribution personnel, etc., to profit and delivery punctuality as the goal, the establishment of a linear planning model, and the use of simulation analysis, redesigned the company's distribution program in the Yuelu District, effectively reducing personnel costs, improve the arrival rate of timeliness, increase the number of orders for the enterprise cumulative increase of 52,000 yuan in profit.
